The Procurement Manager position is responsible for all Procurement for the organization. This includes supporting business lines by providing stellar customer service with their vendor needs. This includes gathering, coordinating, and providing cost analysis, cost negotiations, issuing RFP’s, RFQ’s and sole source needs as identified. This position will also work with CPO, Head of Facilities, business owners and various stakeholders on new contract and renewals. This position works independently with little guidance.
MAJOR RESPONSIBILITIES:
RFP, RFQ, Single Source Negotiation
The Procurement Manager will work with various business lines to facilitate requirements and needs for RFP, RFQ and sole source requirements. This includes cost negotiation, commercial terms including caps on cost. This position is also responsible for having an understanding of market conditions and available vendors in the market space. This position is responsible for helping and guiding the business lines in making informed decisions. This includes performing in depth cost analysis when available. This position will then help facilitate the contract process with various stakeholders until completion.
Facility Contract Management
The Procurement Manager (PM) is responsible for working with the Head of Facilities to manage contracts to support the Real Estate needs of the organization. This position leads vendor efforts with little guidance. This includes identification of vendors for services and the negotiation of contracts including the incorporation of service levels. This position provides detailed analysis to the business lines with market options that may include landscapers, cleaners, snow plowing, landscaping and equipment needs. Attendance and participation in ongoing Real Estate project planning meetings.
Contract Renewals
The Procurement Manager is responsible for working with various business owners throughout the organization to facilitate renewals or terminations based on business requirements. This includes helping in the evaluation of services received and if they adhere to contractual requirements. Renewals will require cost negotiations and the evaluation of terms including incorporating enhancements as identified. Terminations will require the formal notification to the vendors to ensure contracts are not automatically renewed.
Vendor Issue Resolution
The Procurement Manager manages and facilities issue resolution when identified. This includes identifying area of opportunity for process improvements. This position escalates items to business owners and the CPO as identified.
PROBLEM SOLVING & DECISION MAKING:
The Procurement Manager works at the direction of the CPO and Head of Facilities. Daily tasks and regular projects are performed with little guidance. The Procurement Officer I is tasked with managing many projects with little guidance. The Procurement Officer I is required to interpret and resolve issues using their best judgment on a daily basis with little guidance and direction.
REQUIREMENTS:
Education and Experience:
- 5 + years Procurement experience
- Bachelor’s degree preferred, High School education combined with certifications from ISM, CTPRP and/or related work experience is acceptable.
Skills/Knowledge:
- Detailed knowledge of cost analytics and negotiations.
- Knowledge of the principles of Procurement Management
- Ability of analyze market conditions and vendors in the market space at any given time.
- Skill in using personal computer, data management, spreadsheets, and word processing software in performing duties.
- Ability to organize multiple priorities; Ability to communicate and work effectively with customers, contractors, co-workers, and vendors.
- Effective facilitation and personal interaction skills appropriate to achieving objectives.
- Ability to assemble, organize and present statistical, financial, or factual information derived from a variety of sources.
- Ability to multi-task
- Ability to work independently with little guidance.
Working Conditions:
- M-F 8:30am to 5pm. Hours as needed for business requirements.
