Description

The Global Data Governance Leader (internal title is Director II, Data Strategy) is a critical driver of trusted, well-governed data across GRS and the enterprise. This role is responsible for leading a team of direct reports while also providing matrix leadership across local, federated data governance personnel. The role is accountable for translating data strategy and policy into practical, scalable governance mechanisms that enable business delivery, trusted analytics, and regulatory compliance.

Operating at the intersection of business domains, data platforms, and risk functions, the Data Governance Leader ensures that data ownership, quality expectations, definitions, and controls are clear, actionable, and embedded into delivery and operations. You will lead through both direct organizational accountability and matrixed influence, setting direction for your team while aligning and coordinating governance execution across federated local resources and domain teams.

A defining aspect of this role is deep partnership with Data Architecture, Technology, and Business Data Owners. The Data Governance Leader ensures governance requirements are understood and addressed early and consistently, proactively surfacing risks and tradeoffs, while providing leadership with transparent, decision‑ready visibility into governance health and maturity.

This role is ideal for an experienced data governance leader who can influence senior stakeholders, lead through complexity, and balance rigor with delivery momentum without relying on positional authority. A full end-to-end understanding of, and prior experience deploying, data governance programs at scale is paramount to success in this role.

Key Responsibilities

  • Lead GRS data governance delivery through direct leadership of a team and matrix leadership across federated local governance personnel, defining roadmaps, executing initiatives end to end, aligning priorities to data governance practices, and providing leadership reporting and escalation on governance risks and decisions.
  • Establish clear data ownership and stewardship models, including decision rights, accountability, and escalation paths, embedding stewardship into business operating rhythms rather than standalone governance forums.
  • Set and operationalize GRS standards for data quality, critical data elements, and authoritative definitions, ensuring consistent application and remediation, and providing leadership visibility into data trust and material risks.
  • Provide governance oversight for data platforms and the GRS Data Marketplace, supporting consistent metadata, definitions, quality signals, lineage, and access expectations, along with a governed-by-design approach that enables trusted data discovery and reuse.
  • Align data governance with risk, privacy, and regulatory requirements, translating policies into practical data standards and controls while proactively surfacing dependencies and risks to senior leadership.
  • Drive stakeholder engagement and adoption by leading and developing the direct team, coordinating matrixed local governance resources, enabling cross-functional collaboration, leading change, and measuring governance maturity, adoption, and impact in executive-relevant terms.
  • Deploy and evolve a robust data governance scorecard to measure program progress, adherence to standards, and overall governance maturity, providing leadership with clear, actionable visibility into outcomes, gaps, and priorities.

Qualifications

  • Proven experience building and scaling enterprise data governance programs
  • Experience establishing global accountability, regulatory compliant data practices
  • Experience defining and operationalizing data product ownership and standards
  • Experience implementing and managing critical data element frameworks
  • Experience driving adoption across business and technology stakeholders
  • Strong written and oral communication skills required
  • Experience in communicating recommendations to senior business leaders preferred
  • BA/BS, or relevant work experience, in Computer Science or related field preferred
  • MBA or advanced degree in Mathematics, Computer Science, Engineering, Economics, or other quantitative discipline strongly preferred
  • 7-10 years of experience working in coding methodologies and design principles, particularly in open source tools and technology
