Job Introduction:
Technical Program Managers (TPMs) drive the development and implementation of programs, products, and services. TPMs typically apply their background in program management and technology to provide cross-functional leadership to build alignment for efforts such as product architecture and solutions to complex technical needs. Providing tools and approaches to de-risk the delivery of the program by applying best-in-class program management practices.
The US Retail Markets Claims Technology Team is hiring a Technical Program Manager to support the execution of our Claims AI transformation. This initiative will reimagine Claims capabilities through an intentional, strategic approach, embracing unconstrained thinking. The effort will include iterative delivery, focused upon bounded domains, with constant stakeholder feedback as an essential success enabler. This role will work tightly with technology and business leaders on the effective program management of the Claims AI transformation, partnering closely with aligned Scrum Masters, delivery teams, Product Owners, Architecture teams, and business partners across USRM.
Key responsibilities:
- Drive end-to-end program delivery: develop and maintain multi-year, multidomain delivery roadmaps that sequence program delivery and milestones, integrating Claims AI Transformation plans with USRM’s overall AI strategy.
- Translate Claims AI Transformation strategy and OKRs into executable plans for application teams.
- Program owner and single point of contact: provide consistent, accurate and timely program status, decisions, and delivery logistics to stakeholders and leadership.
- Governance & decisioning: establish and run program governance (SteerCo, decision logs, RACI/RASCI matrices, stage gates) and ensure timely escalation and clear accountability for decisions.
- Dependency & integration management: continuously map and manage dependencies across teams, domains and portfolios; harmonize objectives and remove cross team blockers.
- Financial oversight & reporting: track program financials, surface corrective actions, and report forecast vs. actuals.
- Metrics & health signals: define, collect and report program delivery KPIs (leading & lagging), Agile/DevOps maturity metrics, team health and quality indicators.
- Stakeholder management: build and maintain stakeholder management plans, communicate tradeoffs, and eliminate friction that impedes delivery.
- Partnering & influence: work closely with Product Management, Tech Leads, Architects, DevOps, Data, Security, Finance, and Procurement to ensure alignment and timely decisions.
- Community & continuous improvement: engage with the USRM TPM community and agile practices networks to share best practices and drive cross‑program improvements.
- Operate independently: lead complex program workstreams with limited direction while escalating appropriately.

Qualifications
- Bachelor’s or master’s degree in technical or business discipline.
- Minimum 10+ years of client facing Program / Project Management or implementation consulting experience including delivering software solutions in an agile environment.
- Understanding of P&C Claims workflows and processes preferred
- Proven track record of successful program management in large, complex programs including managing scope, schedule, budget, quality, along with risk and critical path management.
- In-depth knowledge of business operations, objectives, and strategies. In-depth knowledge of agile methodology, and ability to mobilize multiple agile delivery teams across multiple domains towards a single mission.
- Ability to promote a team environment consisting of several teams.
- Expert knowledge of technology and industry trends, especially within AI space. Able to lead technical decisions and problem solving using technical expertise.
- Highly developed negotiation, facilitation and consensus building skills demonstrated through effective interactions with cross-functional stakeholders.
- Primarily leads and executes on regular executive communications with cross functional group of Business Owners, Product Leaders, and Engineering Directors to define program objectives, track progress, and manage dependencies effectively.
- Highly developed interpersonal skills to drive and influence major transformational program outcomes.
- Strong problem-solving skills and the ability to navigate ambiguity and drive consensus.
- Experience managing projects across cross functional teams, building sustainable processes and coordinating release schedules.
- Experience defining KPI's/SLAs used to drive multi-million-dollar businesses and reporting to senior leadership.
- Experience delivering AI-enabled solutions preferred.
