Position Overview

State Street Investment Management (State Street IM) is seeking a highly accomplished and visionary executive to serve as the Global Head of Strategic Partner Oversight Services. This critical role sits within the Investment Management Chief Operating Officer (COO) organization and reports directly to the State Street IM Global Head of Investments Technology and Business Services (GHITBS). The successful candidate will be responsible for defining, leading, and evolving the strategy, operating model, governance, and delivery of State Street’s Strategic Partner Oversight (SPO) portfolio. This includes business and technology services provided by State Street Affiliates and third-party providers across Global Delivery, Investor Services, and the broader investment management ecosystem.

As the central point of coordination for incident, issue, and problem management with strategic providers, the Global Head will ensure robust regulatory and fiduciary governance, high-caliber service delivery, and the continual evolution of State Street’s outsourced service model. The leader will partner globally with COO, State Street IM, and State Street executive teams to align and deliver on transformational programs, underpinning the firm’s position as a world-class asset manager.

Key Responsibilities

  • Strategic Leadership & Operating Model Development
  • Define and lead the future-state operating model for the Strategic Partner Oversight (SPO) program, aligning with the core strategic priorities of IM Investments and the COO organization.
  • Oversee business services provided by State Street Affiliates (Global Delivery, Investor Services, etc.) and third-party providers, ensuring optimal delivery of outsourced technology and operational services.
  • Continually evaluate, refine, and implement improvements to service quality, contractual oversight, and organizational processes supporting investment management businesses.
  • Rebrand and reposition the SPO team as Investment Business Services, embedding global alignment and reporting directly within the State Street IM Investments organizational hierarchy.

Governance, Oversight & Relationship Management

  • Function as the central coordinator for issue, incident, and problem management with strategic partners and State Street affiliates, ensuring prompt resolution and transparent communication.
  • Establish, maintain, and continuously improve governance frameworks, board and committee reporting, administration of user sentiment surveys, and strategic risk management.
  • Manage contractual negotiations, service-level measurement, and renewal processes for all strategic partner arrangements.
  • Develop and maintain strong relationships across COO, IM, and State Street Executive Leadership Teams to drive a unified roadmap for transformation and service delivery.
  • Govern interactions with State Street Bank & Trust (SSBT), CRD, and other critical service providers, ensuring alignment, escalation pathways, and robust oversight.

Program Management & Transformation

  • Lead the multi-year transformational program enabling next-generation platforms and business services, leveraging State Street’s affiliate network for the Investment Management business.
  • Drive the implementation of future-state front-to-back Alpha platform, utilizing existing SME team resources to inform strategy and oversee business process transformation.
  • Partner with COO and IM senior leadership to identify and implement process changes, organizational optimization, and technology enablement supporting evolving business requirements.
  • Coordinate and sequence critical path projects with other strategic initiatives to deliver on shared organizational objectives and goals.
  • Leverage data analytics, artificial intelligence, and advanced technology to transform service delivery, minimize operational risk, and enhance operating leverage.
  • Enable new capabilities across global multi-asset classes and alternatives, supporting the introduction and oversight of new products and services.

Financial Management

  • Oversee the financial management and budgeting of the multi-phased Investment Management transformation program, coordinating closely with corporate finance, GD, and GTS leaders.
  • Provide holistic program financial oversight and reporting, ensuring accountability and transparency across the organization.

Risk, Compliance & Control

  • Embed a strong risk and control culture across the SPO ecosystem, integrating control frameworks within technology platforms, business processes, and outsourced services.
  • Identify, escalate, and resolve risks and issues that could impact strategic programs, presenting solutions to mitigate root causes and ensure risk excellence.
  • Ensure global, multi-jurisdictional compliance and alignment with regulatory requirements, especially for EMEA and APAC operations.

Team Building & Leadership

  • Drive organizational, team, and individual development to achieve measurable outcomes, foster collaboration, and deliver on State Street’s “One State Street” vision.
  • Build strong, cross-functional teams that excel in a matrixed environment, supporting daily execution and delivery of strategic outcomes for the company.

Key Areas of Oversight and Interaction

  • Oversight of middle-office and back-office operations, including custody, administration, pricing, ETF services, performance and attribution and data operations (Alpha Data Operations, Data GX).
  • Governance and escalation management for services from SSBT, CRD, and other providers.
  • Business process transformation and implementation resourcing for platform strategy and front-to-back Alpha platform.
  • Participation as subject matter experts (SMEs) in new product support and launches, ensuring requirements are defined and teams are engaged effectively.
  • Alignment and close partnership with regional teams (North America, EMEA, APAC) and functional leads (Investments, Client Coverage Group, Chief Business Officer).

Job Requirements

  • Minimum of 20 years of executive management experience in the financial services industry, with a focus on asset management and global operations.
  • At least 15 years in transformational program leadership roles, including technology strategy, program delivery, and third-party service management.
  • Experience managing global, high-performing cross-organizational teams focused on technology and operational service delivery (minimum 20 years).
  • Minimum of 15 years of institutional financial services global program management experience; multi-jurisdictional experience preferred.
  • Undergraduate degree required; advanced degree (MBA, MSc) or professional certification (e.g., CFA) strongly preferred.
  • Organizational Alignment
  • Reports directly to the State Street IM Global Head of Investments Technology and Business Services.
  • Works in close partnership with COO Leadership, Investment Management Governance Committees, and other executive stakeholders across State Street Bank & Holding Company.
  • Acts as the primary conduit of key information flow, influencing decisions at the highest levels of the organization.

Salary Range:

$170,000 - $282,500 Annual
