Technology Program Manager - Investment Oversight and Product Lead, VP III - State Street Investment Management

State Street Investment Management (“State Street IM”, formerly State Street Global Advisors or SSGA) is seeking a Program Manager to lead the technology strategy for new investment product launches, OEMS transformation initiatives, and day-to-day IT operations support across the Trading and Regulatory Technology Team.
Role Overview
As a Technology Program Manager, you will work hands on with technology professionals and business stakeholders to deliver strategic and tactical solutions for among other initiatives new product launches and Investment Oversight (Compliance) systems. You will be instrumental in managing initiatives, enhancing infrastructure, and ensuring seamless operations across asset classes.
Key Responsibilities
- Strategic Technology Leadership
- Investment Technology Liaison to Global head of Product - COO
- Define and execute new financial product implement strategy for COO Investment Technology teams
- Drive front-to-back platform integration across Investment Oversight (IO) compliance monitoring systems.
- Lead the migration and modernization of IO systems towards cloud-native, API-first, and microservices-oriented architectures.
Investment Technology – New Product innovation
- Integrate cutting-edge tools, advanced data platforms, and digital asset infrastructure to future-proof Investment Oversight technology.
- Act as the primary liaison between COO Product team and COO Investment technology team
- Translate business and product requirements into technical implementation plans.
- Partners with Internal (COO Investment System Leads) and External teams (Vendors, technology providers)
- Ensure product designs are scalable and adaptable for future expansions.
Investment Oversight Platform Ownership
- Oversee technology for multi-asset Investment Oversight systems.
- Closely align with Global Product Owner – Investment Oversight
- Streamline demand management and project prioritization
- Innovation & Emerging Technologies
- Champion the adoption of Generative AI (GenAI) for Investment oversight decision support.
- Integrate cutting-edge tools, advanced data platforms, and digital asset infrastructure to future-proof Investment Oversight technology and new product capabilities.
Leadership & Team Development
- Lead, inspire, and mentor a high-performing global technology team across multiple technology hubs, fostering a culture of agility, accountability, and innovation.
- Drive talent development, succession planning, and team engagement to support business growth and technology transformation.
- Effectively manage a multi-million-dollar technology budget, ensuring disciplined execution, vendor optimization, and value creation.
Execution, Resilience & Oversight
- Ensure resiliency, scalability, and operational excellence of all trading systems and technology infrastructure.
- Oversee the end-to-end technology lifecycle—from concept and design to deployment and adoption—across asset classes and geographies.
- Establish KPIs and metrics for platform usage, execution quality, risk mitigation, and business value enablement.
- Manage strategic vendor relationships (e.g., ION Group, Bloomberg), promoting robust integration and service performance.
Required Qualifications
- Minimum 10+ years of senior leadership experience in front office technology within asset management, hedge funds, or investment banking
- Deep understanding of trading & Investment oversight workflows across investment management and multi-asset classes (Equity, Fixed Income, Futures, FX, OTC derivatives).
- Strong experience in managing platform supporting ETFs and innovative solutions for new products.
- Experience of vendor landscape (e.g., Charles River IMS, Alpha, Bloomberg, BlackRock Aladdin, Linedata, Minerva, etc.)
- Exceptional stakeholder engagement and communication skills
- Demonstrated success in leading cross-functional, global technology teams across product, data, and engineering domains.
- Flexibility to adjust working hours for global collaboration and transformation needs.
- Comprehensive understanding of the full investment lifecycle and front-to-back trading workflows.
- Excellent organizational and project management skills.
- Experience with emerging technologies such as GenAI, Quantum computing, and digital assets solutions.
- Strong knowledge of cloud computing (AWS, Azure, GCP), microservices architectures, APIs, and interoperability standards.
Education & Preferred Qualifications
- Bachelor’s degree in Computer Science, Engineering, or related field required.
- Advanced degree (MBA, MS Financial Engineering, CFA, or equivalent) strongly preferred.
Salary Range:
$130,000 - $212,500 AnnualThe range quoted above applies to the role in the primary location specified. If the candidate would ultimately work outside of the primary location above, the applicable range could differ.
