Purpose of this Position:

To generally supervise the staff of the Department of Public Safety in the day-to-day operation on a per diem basis. Performs other duties and responsibilities as may be assigned or ordered by the Assistant Vice President of Campus Safety and Security/ Chief of Police.

Distinguishing Characteristics:

The position is unique to the campus. There are not similar positions in other departments. The department operates on a 24-hour-a-day schedule and the Part-Time Sergeant must be able to respond and supervise any shift in case of a special need or emergency on a per diem basis

Essential Duties:

  1. Supervises and provides guidance and oversight of all sworn (police officers) and non-sworn (CSO’s) subordinate staff members
  2. Conducts and participates in regular patrol and call response functions
  3. Maintains regular communication with the shift supervisors and Officer in Charge to assist in supervising the department.
  4. Assists with the coordination, planning and staffing of major functions on and off campus. (Ex. Graduation, Homecoming, Spring Concert, etc.)
  5. Assist with the coordination of training programs for department members as well as regularly required training programs.
  6. Must be able to respond and supervise any shift on a 24-hour basis in case of a special need or emergency on a per diem basis
  7. Maintain compliance with departmental regulations and procedures.
  8. Perform various special projects as assigned by his/her direct supervisors.
  9. Ability to perform all duties as described under campus police officers.
  10. Prepare necessary reports and records.
  11. Insure adherence to all applicable rules, regulations, policies and procedures and their application to a specific situation.
  12. Inspect, correct and approve written reports of officers.
  13. Assign follow-up investigative duties to officers. Make sure all follow-ups are completed and pass on all necessary information to the department investigator. Become involved in any follow-up investigations that need the attention of the supervisor.
  14. Prepare and forward requests for disciplinary action against assigned personnel to the Administrative Lieutenant. Be responsible for initial disciplinary action taken.
  15. Work with the Springfield Police Department or other agencies, as the need requires. Be familiar with contact persons within such agencies.
  16. Control, detour, restrict or block off vehicular traffic and pedestrian traffic on campus as required to provide adequate protection to persons and property. Be alert to situations, which may necessitate such action and implement as necessary.

Marginal Duties:

Perform other related duties as assigned by the Assistant Vice President of Campus Safety and Security/Chief of Police/ Deputy Police Chief/ Detective Lieutenant.

Qualifications

Required Knowledge, Skills, and Abilities:

  1. Ability to work with and cooperate with supervisory staff at all levels.
  2. Ability to orally communicate effectively with others, with or without the use of an interpreter.
  3. Ability to communicate effectively in writing, using the English language.
  4. Possess a valid Driver's License.
  5. Ability to obtain special police authority in accordance with requirements set down by the Massachusetts State Police.
  6. Knowledge of Massachusetts Criminal Laws and Massachusetts Motor Vehicle Laws as they apply to campus law enforcement.
  7. Ability to stand, walk and /or sit and continuously perform essential job functions.
  8. Knowledge of the institution's mission, purpose and goals, and the role of the Department of Public Safety in achieving them.

Ergonomic Requirements:

  1. Ability to climb stairs, walk or stand for extended periods of time.
  2. Ability to operate the cruiser under all types of conditions.

Hours:

Department hours are 24 hours a day, 7 days a week. Employees must be able to work any one of the scheduled shifts. The standard shift is 8 hours with two fifteen-minute breaks. Must be able to work extended hours as situations arise. Shift hours will be flexible based on the needs of the Department of Public Safety.

Qualification Standards:

  1. Associate’s Degree in Criminal Justice or related field of study preferred.
  2. Must be MPTC POSTC certified as a full-time Massachusetts police officer
  3. Ten years of experience as a police officer, five of which must have been in a supervisory or specialty position preferred or a combination of military or progressive advanced police training that demonstrates a continuous increase in responsibility, complexity, or difficulty over time.
  4. Licenses:
    1. Must possess a valid driver's license.
    2. Must be able to obtain certification in basic first aid and CPR.
    3. Must be able to obtain/maintain Special Police authority in accordance with requirements set forth by the Massachusetts State Police, which would include the attendance and successful completion of MPTC annual in-service requirements.
    4. Massachusetts POSTC Certification
    5. Must be able to obtain a Massachusetts License to Carry Firearms – Class A Large Capacity permit, in accordance with Massachusetts General Law Chapter 140, Section 131.
    6. Must have the ability to qualify with the department-issued firearm.
  5. Must be able to initially pass a psychological examination and a psychologically supportive individual interview. Any officer’s refusal to undergo such testing may result in disciplinary action, up to and including termination.
  6. Must be able to pass MPTC-approved comprehensive medical examination.
  7. Must successfully pass a drug screening test.
  8. Must be able to initially pass a firearm instructional course and thereafter pass quarterly live-fire qualification tests. Failure to pass a quarterly live-fire qualification test will result in the officer being placed on un-paid administrative leave pending the successful completion of a re-qualification test.
  9. Must successfully pass a Drug Screening Test and subsequent random testing.
